These programs are designed for students who have a desire to work with children, specifically as reading and math tutors. America Reads is President Clinton's reading initiative, introduced in 1997, which addresses the need for extra reading help for young children in this country. To meet this challenge of assisting every child to read independently by age eight, America Reads will send hundreds of high achieving college students into local schools and after-school programs as reading tutors. America Counts is a U.S. Department of Education initiative to help all students master challenging mathematics, including the foundations of algebra and geometry, by the end of 8th grade.

Former U.S. Secretary of Education, Richard W. Riley stated: "America Counts is sorely needed. Today's students must mater high-level mathematical concepts and complex approaches to solving problems to be prepared for college, careers of the 21st century, and the demands of everyday life. Not enough young people perform at that level. The America Reads Challenge Federal Work-Study program is a strong example of how students both give to and receive from the community. The program promotes access to college by helping students finance post-secondary education costs while offering these same students the opportunity to pursue community service. I believe this creates a win-win situation because young learners and communities gain from the services provided, and students who might not ordinarily be able to share in the community service experience can now afford to be involved."
